Our independently licensed professionals are actively credentialed through the administration of the Texas Behavioral Health Executive Council (BHEC). These fully licensed clinicians have completed every required step of their training journey. Their qualifications include an earned Masters degree, training in thousands of hours of supervised practice across multiple levels, and passing of comprehensive licensing exams.

Licensed Professional Counselor
(LPC)
LPCs are monitored by the Texas State Board of Examiners of Professional Counselors division of BHEC. While their licensed area is Counseling, the base knowledge can come from a masters degree in either counseling or a closely related field (such as psychology).
Whatever degree they obtain, they must be specifically trained in mental health counseling and have completed requirements in human development, mental health assessments and mental and emotional health diagnosis. They are equipped to address a wide range of emotional, behavioral, and mental health concerns and are the same field of study as our Clinical Director and supervisees.
Note: There is a distinct difference between LPCs & LPC-S
While "LPCs" is more than one LPC, a LPC-S is a LPC that has completed specialized training in supervising counselors. The LPC-S is a credential that requires completion of a 40 hour class on supervising counselors and passing an exam on the material, after obtaining at least 5 years of experience as an independent LPC, to qualify to pursue the "S".
Licensed Clinical Social Worker
(LCSW)
LCSWs are licensed through the Texas State Board of Social Worker Examiners branch of BHEC. They hold a masters degree in Social Work (MSW) with a clinical focus. They are trained to understand the connection between a person's mental health and the social, environmental, and relational factors surrounding them. LCSWs are equipped to assess and diagnose mental health conditions and address both the emotional and practical challenges clients face.
The path to becoming an LCSW follows two levels similar to the LPC track. They have a field placement during graduate training, followed by supervised hours as an LMSW (Licensed Masters Social Worker) before becoming eligible for the full LCSW credential. While LMSWs are equivalently licensed to LPC-Associates, EdYouth Foundation does not currently work with LMSWs, as this requires a licensed clinical social work supervisor (not LPC-S).

How They Serve You
Working with fully licensed clinicians allows EdYouth Foundation to accept insurance plans that supervised providers are not legally permitted to bill. Licensed professionals practice with a level of clinical autonomy that comes from years of training and experience. While all providers at EdYouth Foundation work as a collaborative team under the management of our Clinical Director, licensed professionals bring an established depth of skill and experience to sessions some health insurance plans require for your coverage to be utilized.
Insurance Exclusive to Independently Licensed Clinicians
Medicaid is the biggest reason for our focus in offering fully licensed clinicians despite our training clinic model. Independently licensed professionals are able to accept Medicaid, which allows Medicaid clients to be served through their insurance coverage (already low cost or free of charge). This allows highly qualified mental health care to be accessible to those who might otherwise go without, so other funds can go farther for those who don’t have this financial assistance available.
Commercial Insurance plans are also able to be accepted and billed by fully licensed clinicians. While LPC-Associates can bill a few plans under Dr. Lewis's supervision, fully licensed clinicians are typically eligible to be credentialed with almost all insurance plans. This means more clients can use their existing coverage toward the cost of care.

I've spent my career working with young people and the counselors who serve them. As a former university professor, I led practicum and internship training for graduate counseling students. In private practice, I've worked with trauma survivors, at-risk youth, and people navigating complex relationships—all while building and managing the kind of practice I believed in.
What I've learned most is that the work of counseling is fundamentally about presence. It's about showing up for someone without judgment, meeting them in their reality, and helping them discover their own strength and direction.
I work with clients individually and I also provide supervision for our LPC-Associates and Graduate Interns. Whether you're working with me as a counselor or as a supervisor receiving consultation, my approach is the same: genuine care, clinical expertise, and a commitment to walking alongside you as you move toward the future you're building.

Teresa “Terry” Perez, MA, LPC
Terry brings extensive experience working with adolescents and young adults, helping them navigate trauma, anxiety, and the challenges of growing up and finding their voice. She is particularly skilled in working with neurodivergent youth—those with ADHD, autism, and other differences—approaching their unique perspectives as strengths rather than deficits. Her clinical work is informed by trauma-informed care, expressive therapies, and evidence-based approaches to treatment.
Beyond direct client care, Terry is passionate about training the next generation of counselors. She currently supervises Master's and Doctoral-level counseling interns, facilitating case conceptualization, ethical decision-making, and the integration of clinical theory into practice. She is also pursuing her doctorate in Counselor Education and Supervision, with research focused on the lived experiences of neurodivergent counselors—work that directly informs her commitment to creating inclusive, affirming clinical environments.
Terry joins EdYouth Foundation with a commitment to youth empowerment and systemic care. She values collaboration, ongoing learning, and clinical consultation that supports continuous growth. She is particularly excited to deepen her expertise in ADHD assessment and neurodivergent-informed care while contributing to a team-based model.
She works virtually and brings a trauma-informed, culturally responsive approach to every client interaction, meeting young people where they are and supporting them in discovering their own strength and resilience.
